The Christmas music argument actually holds water; I'll bet a big part of PRIs drop was midday. Believe it or not, they do have a lot of at-work listening, and during the season businesses will turn off other formats to have the Holiday Hitz on in their stores and workplaces. Also, the format is sensitive to zip code distribution as well - you're going to have more KPRI listeners in Solana Beach, for instance, than you are in National City. When you have uneven respondent distribution, coupled with ethnic weighting, you can see the ratings pendulum swing wildly.

Local direct business where the business owner is a fan of the station is a good place to start. Sell to people who measure business in dollars and not cost per point.
