Local news and traffic specific to that region. Extra attention to weather in that region. High school football games for area schools. School lunch menu. Obituaries.
Think about this:
Outside of Dallas and Fort Worth, local electronic media pay little attention to the other 70 city governments in the metro.
Local advertisers specific to the mid cities could find local listeners, without having to pay cost per thousands for people not in their market area.
It's a lot easier to market and sell in a smaller geographic area.
You could form a closer connection to your audience by more specifically targeting them with information relevant to their lives.

There are several stations in the D/FW area that I think would work with this approach. KMNY 1360 is another example. The station is licensed to the City Of Hurst and I'll bet there aren't more than 100 people in Hurst that know that fact about KMNY, but if the programming was right for Hurst, not to mention Bedford, Euless, North Richland Hills, Keller, Southlake, Colleyville, and Grapevine, I think there is a good audience there for high school sports (games) and many other community activities, news and traffic. I would think that just for sports, the advertising dollars could be strong.
