Agreed, but I believe the value here is the loophole allowing "Other People to originate". They then could turn around and "Retranslate" the HD-2 on a different analog translator and voila, new analog radio station. I know you can translate an HD-2 on an analog translator. Adding it up... it SHOULD be OK.
