The major difference being that FM stereo's presence did not adversely affect existing stations or technologies, so it operated in its own spectrum for 35 years. AM IBOC makes analog signals sound like crap and raises the noise floor. Making FM viable for the first time was like building a new freeway. So what if it opens a few months late? The crews can take their time and make sure everything is done right. AM IBOC is like trying to improve an already operating busy freeway. You can't shut it down for long periods and people aren't going to put up with the construction-induced delays for decades.
