Yeah I've had that problem with some of the older (Not to old) tapes. Usually the ones (7 Pack) that I bought at Big Lots (Seemed bulk. Most likely made in 2000 and 2001) Big Lots no longer sells them.
The new Maxell labels are just fine.
Here is a picture. In this picture it will show the newer Maxell and the older Maxell. The older ones are the ones with the problem. There are newer Maxells (Shelling/look is a similar to the older but newer in design) that don't have problems. The NEWEST Maxell (First came out in 2004 or early 2005) have shelling and wheels completely different from the older ones dating back to the 80s. The one on the left is one of the NEWEST.
