First...you must understand by the very nature of your post...you are not making "predictions", but SUGGESTIONS. In other words...what you'd like to see happen. "WILL" indicates a prediction. "SHOULD" indicates a suggestion.
That having been said...the flaw in your suggestions can be summed up in five words. IT'S ALL ABOUT THE MONEY.
Therefore...to take on each suggestion seperately:

Won't happen. Radio One took Y off the air and replaced it with The Beat to use the stronger signal to get what it believes is a more commercially viable format to more people. Pure dollars and cents. If any on these three stations will shift, given past history, it's Wired. Although with the Beasleys, you can never really tell.

Ditto. Radio One is seeking to target African-American listeners, for the most part, the Houston situation not withstanding, although Houston has a far larger Hispanic population than Philadelphia. Besides, 103.9 is being operated for virtually no cost, and early results are promising. There's no reason for Radio One to switch at this point. Maybe down the line. As to whether Philadelphia really "needs" a hurban, that's a matter of opinion.

Clear Channel has rarely moved irrartionally. Q has been a long term success for them. Whether they should switch to a format that, at least as executed by Greater Media, did not perform well is a real risk I doubt Clear Channel is ready to take.

Again, no reason for Clear Channel to panic here. They're waiting to see what WOGL does. Their numbers are respectable, and their costs are low. No change here.

A heritage station that serves the African-American community...and whose signal doesn't get far out of Philadelphia...Clear Channel is not likely to do this. Look at what WHAT is doing with Al Franken and Randi Rhodes. If you're just talking "clearance" for the sake of bottom line bucks...perhaps. But I'd file this under "if it's not broke, don't fix it". It would probably take someone willing to get a frequency on the additional high end AM bandwidth to get a full time Air America affiliate. Unless the network actually catches fire. Should that happen...then suburban stations would likely be first to act before an outlet like, perhaps, WPEN might look at it. But that's pure speculation...and way in the future, if ever.
