SiriusXM has such a channel, in English -- SiriusXM FC -- which carries a daily American-based talk show plus talk and play-by-play (Premier League) from the British commercial station TalkSport. It also airs TV audio, courtesy of Fox Soccer Channel, of European Champions League matches. Not sure how many people are paying $20-something a month specifically for that, but apparently SXM thinks it's enough of a draw that it gets a place on the satellites.
