There was much grumbling in horse racing circles there when tracks in British Columbia got the go-ahead to reopen nearly a month before those in Ontario -- and in the case of horse racing, no racing was allowed to be held behind closed doors, which meant provincial authorities had been holding the entire industry hostage until piecemeal reopenings were permitted.
