NOAA and PenDot

NOAA Weather Radio and PenDot broadcast locally on the standard a.m. frequency, 1640, and often have valuable information you can't get on the commercial stations that are running on autopilot. In the days before football games neither defers to the other, so you can understand neither.

This past weekend (Fri. 9/9 and Sat. 9/10) with flooding over much of the eastern part of the state and a high profile game at Beaver Stadium, it was impossible to understand the information from either source.

Any suggestions on how to fix this?
 
Update: NOAA says the PA Dept of Transportation controls the 1640 frequency and rebroadcasts NOAA's weather band signal. That makes this even sillier than it sounded originally. PennDot is interfering with itself.
 
Why not pretend that you're listening to a broadcast from the Allegheny Mountain Radio Network...Simpsonville!
 
Go online and look at the thousands of traffic cams available across the state.
 
Good to see you're still around Mr. All Nite Satellite( or ANS, as I like to call you). I imagine the fall football season is bringing some profound challenges to your business. Hang in there.
 
Research the legality of PennDOT rebroadcasting NOAA All Hazards Radio, and you will find it's a grey area. :eek:

47 CFR 90.242 (a)(7) Travelers’ Information Stations shall transmit only noncommercial voice information pertaining to traffic and road conditions, traffic hazard and travel advisories, directions, availability of lodging, rest stops and service stations, and descriptions of local points of interest.

When was the last time you heard the call signs (legal ID) for the PennDOT transmitters in Central PA? ::)

47 CFR 90.425 (a) Identification procedure. Except as provided for in paragraphs (d) and (e) of this section, each station or system shall be identified by the transmission of the assigned call sign during each transmission or exchange of transmissions, or once each 15 minutes (30 minutes in the Public Safety Pool) during periods of continuous operation. The call sign shall be transmitted by voice in the English language or by International Morse Code in accordance with paragraph (b) of this section.
 
Update. Your tax dollars at work. An FCC representative called this evening, 12/5/11 to ask whether the complaint had been resolved. I told her yes because the football season has ended and the snow season hasn't yet begun. Nothing like a fast and timely response.
