There's nothing barring simulcasting a radio station on satellite--In XM's infancy, when CC had a little more direct involvement, they simulcast KIIS, WSIX and Houston's Mix and I believe Sirius simulcasts WSM (at least they carry the Grand Ole Opry) and for sure DBs BBC Radio 1. (Both services also carry BBC World Service live.) XM stopped doing it when the music channels went commercial-free and turned KIIS into a separately-programmed channel called KISS XM (the Mix now on XM is also separately programmed from the CC Mix stations).
