Not even close. TV stations don't flip 24 hours of programming all at once. (Even WTBS going to Peachtree TV doesn't qualify as that.) And TV stations compete on a show-by-show basis, not by the entirety of their programming.

Yes, it is. For TV, you'd have to completely reproduce the programs, or work out new agreements. For radio, it just takes a tweak of the music, or even just a tweak at the processing (95.5's music BPM is slightly faster than the competition) and you change the whole mood of the station. And, always keep in mind that audio production is always WAY cheaper than video production.

You're right about the BPM at 95.5 but what they do to the audio is change the pitch of the singer and song overall. Sometimes it just doesn't sound good.
 
Yeah, you're right about that. Even when I'm mobile DJ mixing, unless I really have to, I rarely mess with the pitch to beat match. Faster songs too fast make the artist sound like they've been sucking helium, and too-slow pitched songs make 'em sound like they're on an acid trip.
