Two different markets. According to Charlie, Arbitron doesn't even rate Fly's market, so they're going on old, outdated data. Wouldn't be the first time that happened. However, they need to be careful --- false or faulty advertising --- I have seen similar cases cause some serious issues (although I haven't heard what they are claiming and when and how...)
As for being the #1 party station, well, Arbitron doesn't rate that as a category.
