Partial Upgrade

A hypothetical station has a CP to upgrade their facility.
Either the new transmitter has been installed but not the new antenna or visa versa.
The old and new equipment can not both fit within the limited space and the station wishes to avoid down time.
Does the CP allow the station to run normal programming at an intermediate signal level, or is special temporary approval necessary?
 
The short answer is no, you can't do half of an upgrade. You might be able to ask for an STA, but since the CP hasn't been fullfilled, I'm guessing the FCC won't grant one.

If the station is upgrading at the same location and the currently used antenna is still on the tower, you can install the bigger transmitter and dial it down to the existing licensed power. Once the new antenna is in place, you make the switch.
