Why doesn't the FCC shut 'em down!

The pirate stations in Philly have been operating for years. There was a pirate on 92.9 in South Philly that played uncensored rap, and it was on for years. There used to be a very powerful pirate on 95.3 that played Spanish music and could be heard clearly 30 miles away. It was on the air for months before the FCC shut them down, which was long enough to have an impact on WEMG-AM.
Even New York City has several pirates that haven't been busted for years.<P ID="signature">______________
