Actually, I do think this may be a legitimate operation. While radio-locator.com (yes, I know K.M. Richards and the leaders of this site don't like it but it is very accessible to yours truly) lists KVCP as only having a translator for itself on 107.5 mHZ in Phoenix with only the authorization to transmit digitally,

says that KVCP has four HD subchannels, the fourth of which is using the 107.5 translator and is, in fact, a rebroadcast of Family Radio, the religious radio outlet started by the late Dr. Harold Camping.
To me, the Wikipedia entry makes a lot of sense. Remember that to get the 88.3 frequency, VCY America had to not work with one, but *two* different owners. Up until VCY America came along, 88.3 was a shared time frequency between KNAI (3am-7pm) owned by the Caesar Chavez Foundation) and Family Radio for the remaining time. The Caesar Chavez Foundation wanted to sell their share of the 88.3 frequency (if I remember correctly, the FCC had caught the network airing commercials on a noncommercial frequency) and VCY America was ready to purchase. I read later (possibly on radioinsight.com) that VCY America had made a deal with Loam Inc., Family Radio's current owner, to take over the 7pm-3am timeslot as well and put Family Radio as one of KVCP's HD channels.
While I have verified the HD channel situation on my HD receiver (I'm close enough to do that), I have as yet to verify that the 107.5 translator is carrying Family Radio programming. However, this seems logical to me as that translator is really too close to KVCP's full power transmitter to gain any additional audience to the station carrying KVCP's HD1 programming.
