Radio One has an Urban/Rhythmic station in every market except Charlotte. Get your facts right. While I hope they don't go that direction here, I wouldn't count it out as an option. Radio One doesn't do the 18-34 stations very well. They're losing in every market except DC. That being said, from a revenue side I would see urban/rhythmic bringing in more money than gospel. Also, Rickey Smiley is Radio One's "in house" morning show. He would do mornings if they chose to go that direction.
Radio One now syndicates middays too from ATL to Philly. A cheap ran Urban would take some numbers from POWER98. Im sure RO intentions wouldn't be to win considering this market was once up for sale.
