And sometimes, even the very worst come out, as illustrated in the tweet below. Just so you know, E911 chips do not access your all your phone's system functions and data. An SMS text message does not contain software which it must need to do that and it can't. 160 characters isn't enough to even bring up a window in Android, to say nothing of several megabytes of data it would take to get past the various firewalls in even the most unsecured Androids and iPhones.

In other words, he's trolling naive tech users again.

I have someone arguing with me about the "Presidential" part. As far as I know, the EAS/EBS/CONELRAD has ALWAYS had a "directed by the President" component. This particular person seems to believe the "Presidential" part was added by Trump for the specific purpose of triggering liberals.

This was actually an Obama administration plan. Trump was the first one to use it on this scale (including cellular.)

And the President does not send "Presidential Alerts". The alerts are sent by FEMA and now require a two-party password double check to initiate.

"Presidential" is a code word for a national highest level alert.

There were four previous tests, but they did not include the WEA (Wireless) emergency alert component as, apparently, the major carriers were not ready to do the test. As it is, it appears that major parts of the AT&T network did not send the alert.
 
My friend has asked "where is 'Presidential' written in the federal register? If it's not there, then Trump added it to trigger people"
 
I was at a library. One person got one of those "EAS" alerts that sounds like the alerts on TV used to be when it was EBS. Another got a similar sound a few minutes later. I keep my phone in the car and have yet to check it.
 
Believe it or not, this has zero to do with the President currently in office.

Ten years ago FEMA and DHS received a lot of money to include the ability for a public wide capability for a presidential announcement. Since consumers started living on their phones, Congress pushed FEMA, DHS, and the FCC, to include cell and PCS devices into the existing EAS service. EAS was making the transition from a broadcaster-to-broadcaster 'bucket brigade' system that was not very reliable, to a national alert sent from DC via CAP (Common Alerting Protocol). They required radio and TV stations, plus cable and satellite networks to replace existing EAS gear with new CAP-capable gear. Now they've included all the cell carriers to have CAP capability also. They tried this same test two years ago and it failed. Worked on getting out the bugs last year and had a little better results. This is the first year where it was tested and mostly seemed to work with cell phones too.
 
I heard it at around 1:21 PM CDT October 3 on local NPR station KUAF-FM 91.3 in Fayetteville, AR - I also heard it on NPR station KWGS-FM 89.5 in Tulsa, OK - And on NPR station KRPS-FM 89.9 in Pittsburg, KS - The program Here & Now from NPR and WBUR was on KUAF and KWGS during the hour. Classical music on KRPS during the hour.

There needs to be a way to turn off the presidential alerts. I can just think of a scenario in church during a funeral and a bunch of phones start sending alerts. Why should I be able to turn off Amber Alerts and weather alerts but not presidential alerts.

If your phone is on silent or on vibrate, the alert will be silent or vibrating. My phone is always on vibrate, and the alert last week made it vibrate but did not make any noise.

And if you're walking into a funeral and not putting your phone on silent or vibrate, that's your problem, not the alert system's.

In theory, a "Presidential" alert is so critical that you'd hope to get it no matter what you might be doing.

The fact is that a "Presidential" alert is a term within the national emergency plan, and is not actually initiated by the sitting president. It has to be double password authenticated, just like a missile launch. And it is to be used only when a significant threat exists.

I would rather get weather alerts or Amber alerts are those are more important on a regular basis. The possible "presidential alert" that might never happen should be treated the same. Why is one more life or death than the others.
 
There was more excitement about the Facebook Hacking Scare of 2018 than the Presidential EBS test.

I was not around a tv or radio. I have a Jitterbug, which isn't very "smart", but I don't recall it doing anything.

I'm going to check YouTube and see what people uploaded.
 
I got it. Of course, I was expecting it.

It doesn't bother me any. If nukes are ever headed in our direction, I suppose it's a benefit to know.

As for Amber Alerts, I found out how to turn them off. Last thing I need while trying to sleep is to be rudely awakened by an annoying cell alert that is over some child who may or may not be missing five counties away. I know missing kids is a serious thing, but after the fifth Amber alert that turned out to be over a kid who was already found, I switched it off.
