It's a cellphone tower by Crown Castle. It's not overkill. All carriers implement some form of tilt. Also, all major carriers won licenses in the C-Band, so site density will be important moving forward. Small cells don't do well indoors due to output restrictions, so don't be surprised to see more towers show up around town in the future. Specifically in areas with a lot of people (this area has apartments and shopping plaza).100 feet would work well for cell service in flat areas. Maybe even overkill for 5G in some places.
