Yes they can. The rules are a bit different for commercial stations like KREV vs KPFA. Mainly most commercial stations (withstanding some rural stations) must have their translators within their protected contour. They must also literally receive the originating signal on a tuner and rebroadcast it. Non-comms like KPFA can basically apply/buy a translator anywhere around the country and use satellite/other methods to rebroadcast the station.
The other issue involves trying to shoehorn/buy a translator into what is one of the most crowded radio markets in North America.
Thanks so much for your input. Seems like the crowded market is the main issue, there certainly is some places on the map that have generous coverage of strong signal that Don provided you can throw a translator to cover more people, but money and the crowded nature of the market seem like a barrier. What a shame as 92.7 misses heavily trafficked areas like 101 and large areas like San Mateo and western Santa Clara county. But I suppose that’s just how it is in a market that covers such unique geography.
