Doesn't sound like you have a broadcast attorney which is normally part of the service included in filing an application. You can try the area newspapers, or an even better source may be your state broadcaster's association. They are usually very helpful. The info may be on their website. Also the public file of some of the local area broadcast stations should have a copy of their public notices. You not only need a script but also the # of times and when the notice must run in the local newspaper, and be sure its a newspaper that meets the definition of being a newspaper, i.e. not a "shopper" type paper. Twice a week for two weeks in a daily newspaper, or once a week for three continuous weeks in a weekly.

"On (date) XYZ Corporation filed an application for a new FM station on 88.1 MHZ with an effective radiated power of 300 watts at Smalltown. A copy of the application is available for inspection during regular business hours at (address). Comments regarding this application may be filed with the Federal Communications Commission, Washington D.C. 20554"
