60% of the NY MSA is "Suburban" and not in NYC or the Boroughs. And the station is located just to the west of Manhattan. It's biggest issue is that it is considerably blocked in reaching Long Island due to the NYC skyline.

Not really. While the signal doesn't extend well into Suffolk County it is clear in Nassau. The issue is Manhattan proper where the signal is quite spotty especially on the east side due to high rises and other disturbances.

I said it is "considerably" blocked.

And, in any case, the 65 dbu contour where 95% of in-home and at work listening occurs currently ends at the Queens / Nassau border. The new site will move the 65 dbu to just west of Hempstead. Again, some of the shadowing caused by the new site being lower than the artificial horizon of Manhattan buildings will still be present.

My point was really that you will find the signal to be clearer in Nassau County than in Manhattan proper for the obvious reasons.

And that is probably why the format that was picked when the evangelists sold it was one that would have nearly no listening in Manhattan.
