However, 92.9 HD3 is not rebroadcasting KTWL; it is simulcasting the downtown Houston translator. The encoder on the translator is reading "KTWL" with the KTWL Nielsen unique code. So somehow they have been broadcasting the encoding of a station they don't own on a translator that is not associated in either programming or ownership with KTWL.
You can't fake the encoding, so the translator has somehow ended up with an encoder for a station they do not own.
The sale was filed in June of 2020, and 14 months later is neither approved nor consummated. So the proposed but not approved owner has no rights as there is no record of an LMA and the real KTWL is still doing a country format. You can check that right now on the stream that lists as active.
In fact, "someone" filed with Nielsen a false address for KTWL that is not the stations studio or mailing address but is, instead, a box at a mail rental facility in "Sugarland" (Not "Sugar Land"). That is not the station's real mailing address, which is in Brenham.
As you can see, the filing KTWL shows it as being Power FM and with a Spanish format. KTWL is neither. Nor is it at the address in Sugar Land.

Make your own conclusion. The biggest question is why Nielsen did not question this filing. And Mr Henderson, who is likely still up in Greilickville, won't be real happy if he goes back to Texas for the winter.
