WCUM looks like a slant wire shunt feed, as there seems to be no insulator where the wire connects to the tower.
Shunt feeds still use the tower as a radiator. The slant wire is attached to the tower about 1/3 of the way up. This allows the base of the tower to be grounded. Most slant wire feeds are grandfathered; generally the FCC will not allow new ones because the slant wire affects the circularity of the signal (the slant wire does radiate). Instead, new installations use a three wire (or more) folded monopole configuration.
