Should WGN-TV go back to be an Indy again, will they....

go back and carry at least 90% of the Chicago Cubs 162 game NL Baseball schedule begining in 2007?

They won't, unless CW itself folds. WGN-TV's own website announced they will be an affiliate of the new network. WPWR is the station being left out in the cold, so to speak.
 
I believe the MLB limits the number of games the local station can do OTA. I seem to remember its around 100 per year so 'GN can no longer do what they did.

It would be nice if WGN could be a pure indy again. They could at least take back the Cubs/Sox/Bulls games that are farmed out to WCIU.

That's true. WGN seems to want to be an independent, but Tribune seems to want the network affiliation more than WGN itself, at least the way I see it.

The Rangers and Diamondbacks still put about 70 games a year on broadcast TV, those are the only teams other than the Cubs and Braves to have that many games on broadcast.

I think the last year WGN showed about 90 Cubs games was 1998 or '99, and ever since then it's hung right around 70. If I'm not mistaken, WGN took some Cubs games scheduled to be shown on CLTV late in the '98 season because of the playoff push. Personally, I'd like to see WGN show about 80 Cubs games, right about half the schedule.
ADD: WGN has already announced they're showing five preseason Cubs games and two Sox. With the way the schedule works, the opening day game at Cincinnati should also be aired on WGN. I'd guess the rest of the schedule will be announced sometime in February.
