While this may be a weird format that seems like stopgap programming till a real format comes along, perhaps the station cannot get any more mainstream programmers to buy time. As was the case with WPTY, broadcasters may not want to put resources into a station that may be required to go from analog to digital in the near future, making it unlistenable with a radio.
Perhaps Indie Darkroom could be mildly profitable if they can charge a number of indie music groups or their handlers for playing their songs on the air. I believe play for pay is legal, so long as it is made clear to the listeners.

the current indy rock format is being run by a family member of the the guy who owns the frequency.

The half Indie rock/half Korean format will have less listeners than the number of inches of snow we had this winter.
