IIRC the translator for a AM station has to be within the daytime coverage of the AM it is translating. If you look at the daytime coverage:

there is a lack of signal to the east I guess to protect WLOH Lancaster OH and WBTR Bardstown KY is most likely responsible for the notch to the southwest. It might be cheaper to do away both then loosen up on the daytime pattern to allow a 250 watt translator on a tall tower and end up with something like:

Even if they could buy the 96.9 translator (if it was for sale) with their current daytime pattern they most likely would have to rent a HD2 or 3 from an existing FM. That is why a signal upgrade would be good for 1320. Either to expand coverage (and hopefully some ratings and revenue) with better AM coverage or to snag a good translator when or if one become available.
