Providence didn't provide ANY information of these nearby life-threatening storms until the newscasts. Even during the newscasts their coverage was spotty at best. It was pathetic. It's as if they were unaware that there were vicious, tornadic storms just on their doorstep.

NO, because that's not how Hearst Television has operated any of their stations - aside from WNNE which is in a small corner of an already small market. They'd NEVER do that with WLNE; it would be local.
Who said you needed a sat truck? It would be nice, but if they wanted to take the drive... actually yeah. 2 hour drive, shoot, drive back, and post, would take over a day. But have they ever heard of "rental"? Probably isn't worth the money to say "We're LIVE on the scene" when the network feeds you the story.
