Nay, for two reasons:
#1 - Listeners at work or listeners in the middle of the night at home with their speakers turned all the way up will NOT thank you when your page loads and either the boss yells at them or the baby starts crying from the other room.
#2 - If it's on your domain, YOU are paying the royalty fees: ASCAP, BMI, SESAC & SoundExchange. Even if it's a stream of a broadcast station already paying, you have to pay AGAIN for the web stream (and the rates are different, so it's not just like sending two checks).
My recommendation? Get an attorney familiar with audio streaming law; he can keep you from digging yourself a deep financial hole.
