This is why I think Hot AC does so well here - most of the transplants are middle-high income, who relocated here because branches of their business offered that opportunity - and there does seem to be a link between income and desire for pop/rock on CHR, either because Ed Sheeran and the Lumineers are more "intellectual" than the typical pop/dance artists, and/or because higher income teens tend to study music and play instruments (i. e. especially guitar) more so than working class teens
Orlando follows the same pattern - their Hot AC was at the top of the market until this book, and their CHR leans HAC
If a rhythmic-lean isn't working, IMO Power needs to change their strategy and go after Q100 as being the more current and exciting CHR - but that means being first with everything, consistently, so that the 18-34 demo that wants to hear new music sooner with always hear it first on Power - if Power is first on some tracks but late on others (especially rhythmic-leaning tracks), there really isn't a reason for people to listen to Power over Q100
