Translators are not protected. The 94.1 in Manchester would probably just switch off if the move happened. That happened here where I live. A station on 100.9 moved cities and into a CITY THAT HAD A 100.7 TRANSLATOR. tHE 100.7 TRANSLATOR HAD NO CHOICE BUT TO PULL THE PLUG. TWoops, sorry about the caps. There is no reason WFTN could not move. Their signal would still be 6k just like it is now. They are already directional to protect WCYY 94.3 and the 93.9 in Woodstock, VT.
 
They would be short to three stations.
WMXR - CP 71.22kM (Spacing required is 72kM)
WHJY - LIC 175.04kM (Spacing required is 178kM)
WCYY - LIC 94.18kM (Spacing required is 96kM)
I don't fully understand how 73.215 works, but under 73.215 spacing rules, all three are clear
(49kM req, 143kM req, and 72kM req. respectfully.)
 
Under 73.215, you have to show that a fully-spaced site exists for allocations purposes. If you stay licensed to Franklin, you leave the present site on the books as the allocation site. You can then move the actual transmitter site to a different location that's short-spaced, so long as you can show that some combination of a directional antenna and terrain will prevent actual interference. That probably wouldn't be hard to do in this case. But...you can't stay licensed to Franklin unless you put 70 dBu over Franklin, and that might be an issue here. So you'd have to find some community closer to Concord that could be covered from this site *and* from a theoretical fully-spaced allocations site. That might be doable, or it might not...but I'm not giving that away for free on a message board - that's how consultants earn their keep! ;)
 
You can see visually that hill from Franklin, so putting 70 dBu over Franklin with no problem. WFTN currently broadcast 3 miles from the center of Franklin on Calef Hill in Tilton. Bean Hill (Ski Hill, Highlands Mountain) in Northfielfd is just under 6 miles from the center of Franklin.
