Profitable is a relative term. If they aren't paying anyone and their expenses are low than if they make 1 cent it's profitable. But at the lease prices for the signal that people were throwing around there is no way that I see this making any money with this approach. Anyone giving money to a radio station to play their music without knowing how many people are listening is throwing money out the window. If the station can prove who's listening then at least the artist will have an educated guess as to wether or not it's a worthwile promo expense.
Are these stations unusual, yes very unusual. But they aren't illegal as long as the audience is made aware that it's a pay for play situation.
