1710 kHz is not a legal frequency for Part 15 stations to transmit on. The highest frequency you can use is 1705 kHz, or in other words, a carrier frequency of 1700 kHz with 5 kHz audio response.

Seems after a little research that 1710khz CAN be legally utilized under the following circumstances... Read on and be educated...I know I was...it seems all contingent on "field intensity" at the site/location

Subpart C--Intentional Radiators

Sec. 15.223 Operation in the band 1.705-10 MHz.

(a) The field strength of any emission within the band 1.705-10.0
MHz shall not exceed 100 microvolts/meter at a distance of 30 meters.
However, if the bandwidth of the emission is less than 10% of the center
frequency, the field strength shall not exceed 15 microvolts/meter or
(the bandwidth of the device in kHz) divided by (the center frequency of
the device in MHz) microvolts/meter at a distance of 30 meters,
whichever is the higher level. For the purposes of this section,
bandwidth is determined at the points 6 dB down from the modulated
carrier. The emission limits in this paragraph are based on measurement
instrumentation employing an average detector. The provisions in
Sec. 15.35(b) for limiting peak emissions apply.
(b) The field strength of emissions outside of the band 1.705-10.0
MHz shall not exceed the general radiated emission limits in
Sec. 15.209.


Unless anyone on here has located and taken Field Measurement Readings on this station it seems to appear that there is a lot of assuming going on here...
 
Yes, you can transmit outside of 520-1705 kHz, but only at an extremely low radiated power limit, far less than that of a typical 100 mW transmitter and 10 foot antenna, as allowed within the typical AM band frequencies. So why would any legally operating "microbroadcaster" purposely choose such a limited power on 1710 kHz, when they could cover a far greater area (up to several miles radius, in extremely ideal conditions) at 1700 kHz?
 
FCC database shows WJRZ application on 1620 kHz
FCC database shows nearest station on 1700 kHz is Spring Valley NY within 150km.
Could run a pair of 6L6's modulated by a single 6L6 and get some good coverage or build a PWM AM transmitter using FET's and do HD as well.
Good winter project.

The 1620 application is dormant ..
It was originally supposed to be the expanded band allocation for WJRZ's 1550 station ...
The 1550 station was never built and the CP expired in 1995 ...
Meanwhile, the 1620 CP, which was granted in 1997, then quickly dismissed, was re-instated in 2005, but nothing has been done to it ...
