You are correct. AM towers are best built in low, wet areas. But sometimes you have to build where you can afford to build. As you should have seen by now, land is not too cheap in the Thomasville area thanks to the some of the more elite of the population. Also, sometimes the FCC and the FAA do not give you a big area to put your tower in. I do not know the exact story of why WJEP was built where it was, but there could be any number of reason why.
