So what do they air instead? Paid programming?

No, they usually pre-empty "The List" whenever WFTS-TV or other Scripps stations has a weekday special that is at the same time as "The List", or affiliates forcing The List to be pre-emptied, for a extended (1-hour) national newscast, usually ABC World News, incase of a special report earlier in the day, it happened during the Orlando shootings, I guess?
 
I'd rather see Bachelor in Paradise cancelled. Can't stand that show, and others like it! RTV-6 did it right by showing coverage of the tornado warning. Now if only ABC can show some good, quality programming in the summertime. Hell, even Home Improvement reruns are better than anything Bachelor-wise!

Can't these people watch Bachelor on the ABC Apps? If RTV 6 based on accuweather and National Weather service say that part of the Indianapolis area is facing a threat by a storm then they have to go with whatever evidence was available at the time.

In some cases they're probably dealing with some people who don't even know what a phone app is, and they would probably have a hissy fit if their favorite soap was interrupted as well. Although I think some stations can go overboard with coverage when there isn't a tornado warning, this was a legitimate time for interrupting the show.

Well we had more severe weather strike on Saturday.. Including several tornadoes... This time, since there was clear evidence of a tornado on the ground, WOOD pre-empted the Olympics plus had coverage on WOTV and WXSP for a good 2-3 hours as this event unfolded. Once the imminent danger had passed, they went back to the Olympics on WOOD and had continuing live coverage on WXSP & WOTV... Still bugs me that peeps were mad that they were interrupting the volleyball/Olympics coverage. I guess Olympics are more important than saving thousands of lives (since the tornadic storm decided to make a beeline straight for Grand Rapids and surrounding areas)
 
Fox Seattle misses final out of World Series to play infomercial

Those watching the World Series in Seattle on Sunday night missed the payout they spent all night waiting for.

According to reports from multiple viewers, FOX affiliate Q13 in Seattle switched away from Game 5 of the World Series with two outs in the bottom of the ninth and aired an infomercial.

WVUE a Raycom owned Fox Affiliate almost decided to preempt the World Series for a Senate Debate in Louisiana.

All the Raycom owned stations in that state had to air the Louisiana Senate debates. From the reviews I'm seeing here is that the Louisiana debates are crazier than the national presidential debates. In the case of WVUE the Fox Affiliate that's owned by Raycom television they had to air the debates after the World Series from what I've seen in some articles. This Senate debate in Louisiana is giving a PR nightmare for the Raycom stations in that state due to one of the candidates having ties to the KKK and Trump. Compounded by the debate taking place on Dillard University a historical Black College in Louisiana and the media and students for some reason was not allowed to watch the debates in the auditorium.

I'm not sure how Raycom television will recover from this fiasco for now?

In fact that did happen in Sacramento where KXTV had to air the mayoral debates for Sacramento City government, KVIE had to air a congressional seat for Sacramento county, KCRA had to air senate debates for California.

Here are all the debates that aired in the Sacramento Area. Some debates were also aired on other California TV stations when it came to the senate debates.

Was this true in other places where a local debate Pre-empted national programming or pre-empted local news in your area.

The last 2 Sundays Minneapolis KSTP (ABC) pre-empted "youtube for old people" errr funniest home videos for congressional debates in 3 heated races. One of which, the 8th congressional district) has the distinction of being the 2nd most spent money by outside groups on slam ads in the US. (Nevada District 3 is the most right now)

By the way...the 2nd most money spent on Congressional in 2014? Yep District 8 in MN (2016 is a rematch of 2014)

Seems like every other ad on TV is political in nature, between presidential, US House, and State House races (both Trump and Clinton have Michigan as a key state and both the US House and State House districts I live in are very competitive)

The stations do not have to air the debates you mention. They do it because they think it is important to do so.

From what I can gather here is that stations will air a local debates whenever they obtain poll data showing that the congressional race, senate race, mayoral, gubernatorial races, and county seats are competitive and the donors are pouring money to that political seat. That was true for the local debates I seen in my area.

Candidates for N.C. governor debated October 11. I think every station in the state aired this. Which is ridiculous. Pick one station in each market. I should have investigated whether the "Jeopardy" episode I missed is available somewhere because I can't be sure that one will be one of the Saturday reruns.
 
last night, the NASCAR race at Texas Motor Speedway was moved from the schedule network to broadcast the race NBC to it's cable sister network NBCSN (due to rain in North Texas pushing the start of the race to 6 PM due to the rain and the long track drying process at TMS) because NBC airs Sunday Night Football and Football is more important then the final 3 races of the NASCAR season , however, in the DFW area, KXAS NBC 5, the local NBC station moved the coverage (by simulcasting NBCSN's coverage of the race) to it's 5.2 subchannel so those in North Texas who don't have NBCSN could see the race.
 
On [Dec. 19, 2010, WCIV is] preempting the ABC movie The Santa Clause 2, a Christmas themed movie :) for their own movie, Magic in the Water (not a Christmas themed movie).

It's a family movie. These types of films are usually shown around the holidays.

Magic in the Water is a 1995 family film directed by Rick Stevenson and starring Mark Harmon, Joshua Jackson and Sarah Wayne. It is about a fictional lake monster in British Columbia.
