I'm hearing that Steelers-Titans is being rescheduled to either Monday or Tuesday Night. Maybe that means no local news on CBS?
They haven't scheduled an airtime yet, but I'm sure that's a major consideration. It can't be played at the same time as Monday Night Football. It has to start no later than 4PM to conclude by kick-off. So yes it would pre-empt local news. It's possible the NFL will require the game to be played at the same time it was originally scheduled, which is 1PM ET. In that case it wouldn't pre-empt local news.
I don't think the NFL will allow CBS to air that game on Tuesday night, even though there is no conflict with another NFL game. That would give them a night game that's not covered in the contract.
I seem to recall a similar ordinary Sunday 1 p.m. game that had to be postponed due to some sort of natural disaster and was sent only to the stations in the markets of the teams involved, and I believe it was on a Monday night, although I suppose it could have been afternoon or even Tuesday. Maybe someone else has a clearer memory of this.

Unless both teams have the same bye week, how can this work without giving one or both teams a very short week or causing knock-on effects to other teams' schedules? How many further outbreaks can the NFL stand before it will have to cancel rather than postpone games and give back millions of dollars?
Marlins-Cubs postponed today by rain, rescheduled for tomorrow, also on ABC, according to the crawl on Reds-Braves. Time will be 2 p.m. or 7 p.m., depending on which other series are still alive. Yes, prime time on ABC.
