Translator or Jammer

It has been over 2 months that in Buffalo 107.3 FM has had maybe 1% modulation of sister AM 1400. Nobody cares I guess. Maybe this is more of a noise generator than a translator?
 
FM radio does not hetrodyne like AM, the RF section picks up the strongest station and filters out the rest.

You'll never hear fade in fade out like AM does especially at night.

If you wanted to light a fire, complain to the FCC that they are not meeting minimum modulation requirements, see

47 CFR § 73.1570​

The percentage of modulation is to be maintained at as high a level as is consistent with good quality of transmission and good broadcast service, with maximum levels not to exceed the values specified in paragraph (b). Generally, the modulation should not be less than 85% on peaks of frequent recurrence, but where lower modulation levels may be required to avoid objectionable loudness or to maintain the dynamic range of the program material, the degree of modulation may be reduced to whatever level is necessary for this purpose, even though under such circumstances, the level may be substantially less than that which produces peaks of frequent recurrence at a level of 85%.
 
Ok so for more than 3 months that I know of 107.3 in Buffalo still has no audio. It is just a jammer and causes interference to 107.1 from Toronto that would serve better in Buffalo if that translator was shut off. what the hell is engineering doing? How could nobody notice or care?
 
Yes, the modulation of 107.3 is painfully low. At one time the translator could be heard well in the first ring suburbs. The problem could be caused by any number of issues, including a faulty transmission line or damaged antenna bays, or a transmitter that's putting out far less than the licensed power... or, it could be that Audacy doesn't give a rat's rump about 1400 and 107.3. That would be a shame because the urban gold programming on 1400 and 107.3 isn't half bad. Certainly better than what Cumulus is running on 1120 and 98.9
