Translator question

How can a religious group be awarded a translator station at 100.7 Mhz in Chicago?

Especially with an antenna height of 1400 feet and 100 watts?

Should I then be able to do the same at 99.1 or 101.5?
 
Well - the ERP is only supposed to be 2 watts. But in downtown Chicago, even that represents quite a potential listener base.

I have a corollary to your question: Why are translators allowed to operate with no 3rd adjacent protection and wacky antenna patterns, yet LPFM stations cannot access these same exact frequencies?

Hint: the reason isn't technical...

I've heard the 100.7 station in question on my way through Chicago. The elevation really does give them a heck of a signal for 2 watts. Same organization that runs the 100.7 in Chicago has a 90.7 here in Nashville, sandwiched between an 80kw 90.3 (tower within a mile) and a 10kw 91.1.
 
The moment I sent the message, I realized that I was in error on the power. I ahev heard them in Villa Park and Tinley Park. Wow.

Your question about LPFM's was my exact thought. I suppose one argue "permissive' service.
