A little clarification. What Arbitron has done is to finally seek poroportionality for English and spanish dominant Hispanics, not just "Hispanics." This means that formerly if Hispanics were 20% of the people in a market, Arbitron tried to place 20% of the diaries with Hispanics.
Now, if the 20% Hispanic population is 60% Spanish dominant, 12% of diaries will go to Spanish dominant Hispanics and 8% to English dominant Hispanics. If they get more or fewer than these percentages, the will, as with any cell, weight up or down.
Any cell is weighted so that its percentage in the total sample is equal to the percentage of that cell in the market.

Nope. The one major Hispanic market where there was no Nielsen data to buy by Arbitron is Las Vegas, so I believe they will not do language balancing.

In Las Vegas, not much... there is one other change, which is asking ethnicity in the diary at the indvidual level, raather than at placement at the household level. This may help to get a more balanced sample and eliminate some wobble.
