Actually, the new station was used to replace PBSYou, which stopped broadcasting earlier this month. DirecTV has to allocate 5% of their channel space to "Public Interest" channels.
http://ekb.dbstalk.com/49 explains it in more detail even though it's specific to Dish. Strangely enough, neither CSPAN-2 nor CSPAN-3 qualify, since they are considered a multicast of CSPAN-1.
