The only numbers they should be concerned with are donations (if/when they are a station funded by listener donations).
TSL, Cume, PPM, etc shouldn't matter to Non-Comms. They aren't playing a ratings battle.
By definition they are serving the community, and by most fans of public radio's wants from what I know is they want to hear new music, have lots of variety, hear about what's going on in their area, hear the news, etc (all things that most of the Top 40s playing records 50-100X a week don't do well).
WERS, WUMB, etc can all have great TSL's but not enough donations to stay alive or visa versa.
To me someone is more likely to donate if the station is providing those services more than playing Lady Gaga 50X a week.
I'm not saying one is better than the other, KISS is great for what it is, but that's just not what a non-comm station should be doing in my humble opinion.
