A couple months ago. 1PM-3PM Eastern. And as of this past Monday they added 6PM-8PM.

Not quite sure what's happening in September because starting September 13th programming produced by Martha Stewart's company will be airing 10AM-6PM including her own show that's currently airing on local stations such as WCCT-TV in Hartford and programming hosted by her daughter. Not sure if it's going to be the "Whatever, Martha" series that used to air on the now defunct FLN Network. Along with some classic Martha Stewart specials and other programming.
 
1:30PM Wednesday Update:

Programming has returned to the top of the screen, however several times in the past half hour it has disappeared and returned to the message seen in the Youtube Video I posted. That being said the listings are still missing the channel numbers and the time shown on screen is still an hour behind. Oh and the listings are too high-up on the screen. It cuts off the names and words at the bottom of the program at the top of the screen. Not that I care because I prefer it with more room for the listings.
 
I bet the longer this issue persists, the more Comcast's merger with NBC won't be finalized.
