Rules are not flexible, if they are, they are unenforcable and irrelevent. I like a "do nothing" Congress, they take less freedom and money away from each of us.

There are certain standards to be applied to roads and airways, but members of Congress are completely clueless as indicated by the 3 or 4 turn off dates for analog TV.

TV just switched to digital, and I might add an inferior system. The government spent almost a trillion dollars on converter boxes and today the FCC announced by 2015 they plan on taking TV spectrum. No more free TV!
The FCC drove a digital stake through the heart of OTA. Life support died on June 12th 2009.

Long live the days when you could carry around TV at a ball game.

They are trying to do the same with radio. LPFM and stations such as what is on 96.7, will work if the rules concerning origination are relaxed.
