I think folks have to realize, now that CBS is back to being the home of the Greatest's spaning 3 decades.. There trying to make sure to hit all the right song's in the span of 1964-1989. Also some records are "Day-parted" to those who aren't familar with the term. It's when a song is played after or on certain Time of the day.
I recall folks throwing a Tizzy, when Stacey Q was played on the overnights.. That was a Rythmic Pop Record, Not a Freestlye song.. But Pop-Based and big hit from 1986.. And I've heard Erasure, The Pet Shop Boys, Alphaville & Kajagoogoo on the station. Not in heavy rotation But they sprinkle in song's that were big Top40 song's in the 80's that were the staples on Z1OO.
Another thing to keep in mind is that Pop Music in the 70's was either a hit or miss.. And Top40 stations were mixing Rock hits in to the rotation, then toward the end of the decade there was heavy surge of Disco sweaping the nation. So there are times as programmer, they try to find the median.. But since CBS has such a legacy to it, most folks think CBS-FM v.1! And the associate the call's with the past. And v.2 wouldn't be THERE CBS, since most old timer's still hanging on to the station want the DOO WHOP Shop back.
But have faith in Brian Thomas and Lenny Bloch in what doing and what need's to be done to make CBS v.2 another legacy in the makings..
