Why does all new talk have to be on FM?

First off, I think it's largely recognized that CC will not flip an FM. WCBM is a distant second to WBAL, but not much worse off than CC's WKRC/Cincy, KPRC/Houston, et al that serve as second string synditalkers. If they made a few changes, 680 could be even better off.
Having no inside info in the Baltimore market, it seems CC could just as easily buy the two-station cluster from Mr. Mangione. The standards station could flip to Fox Sports if they so desired, or to libtalk, although that ship seems to have sailed with CC. Or, WCBM or WITH [containing laughter] could pick Rush up. I don't see this FM talk strategy being a huge thing for now in markets where there are perfectly good (and in this case weakly run) AMs to go to (WCBM, 50k/20k).
