WBLS HD2 Stunting

Are HD subchannels subject to the same content limitation -- language, primarily -- as the main signals?
Yes, and I'm hearing a bunch of DIY edits to the lyrics of these songs, some of which are album tracks as far as I can tell. But if my ears didn't deceive me I think they missed one.
 
One of the liners says they're celebrating the life and legacy of The Notorious B.I.G. "all month long." Seems like someone is having fun with oddball programming on this HD2 channel. Maybe running filler to advertise the signal available for lease like Lance suggested earlier? I'll bet Neil Young and Joni Mitchell pocketed some nice songwriter royalties for 2 weeks of 24/7 airplay anyway.
 
Update - WBLS has finally turned off the Notorious B.I.G. tribute that they had been airing for the past 5+ weeks and the HD2 channel is now broadcasting dead air.
 
Another update - After two days of dead air the Notorious B.I.G. tribute was reinstated yesterday and continues today.

March 9th marked the 25th anniversary of Biggie's death and there were a couple days of elevated media attention around that occasion. The WBLS programming has gone on for much longer and while it's most likely filler, it's still going out to the public in a major market and seems to be well past its best-before date at this point.
 
It's an HD2 stream that isn't feeding a translator, which means there are likely fewer than 500 people listening to it at any given time, regardless of what's on.
