Wrong, it has to do with profit.
Slashing personel does not have to be because of debt.
It can simply be to make more profit....regardless of debt.

Cutting personel, cutting costs, and budgets does not necessarily mean they have debt. It can simply mean they see an oportunity to not spend money where it doesn't return revenue.
I would doubt that CBS has much (if any) debt.
