Getting back to your question, the most likely reason for the change in COL is that another move is imminent. I'll give you an example. In my neck of the woods KYMO-FM had for years been licensed to East Prairie, MO. at 105.3. There, they were short-spaced to WTJK Humboldt, TN also at 105.3, to KCRV-FM Caruthersville, MO at 105.1, and to both KBOA-FM Piggott, AR and WREZ-FM Metropolis IL at 105.5. They filed to change their COOL to Bertrand, MO, approximately 12 km N-NW of East Prairie, with no change in facilities, claiming first service to Bertrand. They could do this because KYMO-AM remains licensed to East Prairie, thus, it was not deprived of aural service. As soon as the change in COL was approved, KYMO-FM applied for a change to 98.9 and a move to a new tower near Chaffee, MO, which was roughly 14 km NW of Bertrand, and allows them to serve the Cape Girradeau, MO market as a rimshot. East Prairie has a population of 2900. Cape Girardeau-Jackson Metro is 97,000.
Look for a similar filing concerning WEGG soon. They are short-spaced to WWCU and WSBB at Bowman, but the new COL perhaps affords them an opportunity to change frequency and move to a new tower to serve a much larger market. Royston is 12 km N-NW. Something similar is most certainly being planned there as was KYMO-FM.
