What is a "Local Content Break" in the Hannity clock?

In the Sean Hannity show clock, there are network spots, local spots, and then there is a "Local Content Break" to wrap up the spotsets. I've never seen this before. What is it?

My guess is that it's ABC mandating that stations not run commercials in that block and instead run content like traffic, weather, or promos. Am I right? If I am right, is it a mandate or just a suggestion?
 
some local hosts are taking people to concerts..local promo???
 
No network can MANDATE. The "local contrent could be traffic reports, weather, etc. Or you can run more ads!!!
 
Here is the answer...when Clear Channel started Less is more...other syndicators had to change the clocks to comply...so what they did was change the way stopsets are phrased...instead of the bottom of the hour break being 'Local 5 min'...it is now 'Local 3 min'+"LCB 2 min'

Just semantics.

Premiere (The talk radio wing of Clear Channel) did adapt L-I-M in that they cut down the length of the breaks (As an example from 1 break with a 1min/4min split national to local to 2 breaks with 1min national/2min local)
