I'd like to think that Radio One has thought that out and decided:

1- There isn't enough audience to gain in the areas where the 100.3 signal reaches but the 107.9 signal doesn't
2- Then what would they put on the small 107.9 signal that would work for the area it covers?

Who knows at this point though.
