WSAH/43

WSAH is not currently on the Cablevision Bronx/Brooklyn lineup.

Yet.

For the record, they carry the already multi-ethnic WMBC out of Newton, NJ.

Unfortunately what you want has very little to do with current federal law. If you don't like the current state of affairs, you are welcome to petition the Federal Communications Commission for a rules change. Details can be found on their website at http://www.fcc.gov

Before doing so, I recommend you read FCC MO&O DA990947 at http://www.fcc.gov/Bureaus/Cable/Orders/1999/da990947.txt , specifically paragraph 16.
